The 25 million comes from the Microsoft press release. There's no breakdown but one would imagine it's across all consoles - irregardless of what package it was sold under.

I downloaded the update on Thursday and so far i love it! i like the Avatars although it's a copy of the Miis and i like the fact that you can get more than two in a chat now.
25 million Xbox 360s in total? Does that include the Elite, Core e.t.c?
